We have studies "How the Process of Organizational Policy Affect its Innovation Development" for decades. All evidence indicated "Top Down Decision is Good for Creative Innovation while Bottom Up Efforts are Good for Deregulation Innovation."
We want to investigate if this finding is a cross socio-cultural behavior.

A region-wide report "Innovation in New Technology and Knowledge Management: Comparative Case Studies of its Evolution during a Quarter Century of Change" has already published as the Chapter 5 in the book of "Innovative Knowledge Management: Concepts for Organizational Creativity and Collaborative Design".
