: An Empirical Research on Recommendation and Screening Process for Universities and Colleges
摘要*
本項研究探討如何應用資訊系統促進社會公平,而以大學甄選入學為例,研究社會上以自由心證方式進行各種評審活動的公平內涵,探討的問題有3:
1. 甄選「公平性」的處理
2. 當前「公平性」概況
3. 如何促進評審活動的社會公平
本研究採用1996至1997年間,全國47所大學、188個學系辦理甄選入學的實證資料,作為研究的依據,發現:
絕大多數校系均以評審的原始成績為依據,並未對保障公平性作適當的處理。
有百分之63.9的甄試項目,評審可謂公平;而有百分之36.1的甄試項目,公平程度可能較低。
本研究所提出的決策模式與資訊系統,優於當前實施的各種方法,較當前實務上其他權宜的方式,更能檢定並協助提升評審活動的社會公平性。

ABSTRACT
This research investigated how to access fairness on social events that could be supported by information systems. The selected case was the 'interview screening' procedures for admission of college entrance. This study attempted to evaluate and enforce the social fairness of similar qualitative screening processes and screening activities.
The specific objectives of this research are:
1. Reviewing the current various methods to access fairness.
2. Investigating the degree of fairness in the entrance process.
3. Developing a better way to access fairness.
The empirical data of 'Recommendation and Screening' processes were collected
from 188 departments of 47 universities in Taiwan.
The main findings and suggestions of this research are:
Most departments do not adopt any method to evaluate the fairness.
There are 63.9% of screening processes that can be recognized as fair while
there are 36.1% of total processes have low fairness.
Empirical data shows that the decision models and information systems suggested
by the author are definitely superior to other current methods for accessing
social fairness.
